General information

All remotely piloted aircraft used for commercial operations, regardless of weight, must be registered with the Authority. In addition, non-commercial large RPAs with a gross weight of 7 kg or more must be properly registered with the authority.

Special permit

For night flights, BVLOS, flights within 10km of ARP, flights over populated areas, and flights above 400ft AGL.

Procedure
  1. Submit a letter of request to reserve the RPA registration designation. Include the model and serial number of your RPA in the letter and address it to the Flight Standards Inspection Station.
  2. Wait for the approval letter issued by the CAAP indicating the RPA registration designation assigned to you.
  3. Once the approval is issued, obtain a payment order from a Registration Officer at the Aircraft Registration Section, Airworthiness Department.
  4. The deposit slip (OPS) can be obtained by emailing aircraftreg@caap.gov.ph.
  5. Bring your deposit slip and pay the prescribed fee of Php1,500 + 12% VAT at the CAAP Cashier's Office.
  6. Submit the documents listed in the checklist below. The CAAP Airworthiness Department will evaluate and review your submitted documents.
  7. If, after review, the Airworthiness Department finds all submitted documents satisfactory, an appointment will be made to inspect your RPA. However, if one or more documents are deemed insufficient or immaterial, you will be notified of the deficiency.
  8. During the inspection, DWS will verify the serial number of your RPA. DWS will also verify that the labeling is affixed, is waterproof, and consists of weather-resistant paints, varnishes, or permanent decals.[1]

Penalties

  1. The operator has operated a drone without complying with the regulations.
  2. The operator operated a drone negligently, carelessly, and endangering human life or property.
  3. The operation posed a serious threat to aviation safety.

Penalties

Any violation of any rule or regulation pertaining to drones shall be punishable by a fine of twenty thousand pesos (Php20,000.00) to one hundred thousand pesos (Php100,000.00) for each violation.[2]
